I would give an answer that is compatible with 'normal' use.

Perhaps they don't want people driving to the border to buy drugs. And the travelling across China could indeed be a problematic answer for many reasons.

There are expats who have mortgages and own property as a result of rule bending. As long as the mortgage gets paid there is not a problem.
Most Chinese regulations and laws are written loosely and there is a lot of room for interpretation. That is why there is so much variation between different cities and different provinces.
An example of rule bending. You cannot buy property in Kunming unless you have paid tax here for 12 months. However you can go to an accountant who will provide 12 months of tax reciepts. The local government know about this, but don't care as you have provided paperwork.
Another example, you cannot own more than 1 property (non KMG Hukou holders) in Kunming, or two properties for locals. However, you can buy additional property in Anning, which is technically Kunming, but didn't used to be. If the regulations were applied strictly then this would not be permitted, however it is a recognised grey area that is exploited.
China lives in the grey areas.

And the rules for overseas banks are different, they are not allowed to do many things that Chinese banks can in this market.

This may be linked up to the plans for the area east of Dianchi Lu and north of Guangfu Lu that was previously earmarked for new financial district.

CMB is big enough to have the assets to cover any potential losses, and has decided that the only way to have a wealth management product that sells is to guarantee the principle. To not honor the promise would be damaging to the CMB brand and would cost them more money than swallowing the loss.
IMHO. Because of the nature of CMB's core business, and their place in the market, they can be trusted. Unlike smaller banks like HuaXia.
