FYI, residence permit is a paper from your local police station, which requires an extra step of getting a stamped letter from your building's property management to verify your residence there. The paichusuo will retain that letter for their records? Maybe I misread.
I know quite a few foreigners who got vaccinated in Yunnan without insurance, such that I don't believe "以上3项缺一不可" on paper is ironclad in practice. Rather, fulling all three requirements is subject to loose enforcement depending on location and timing.
As national inoculation goalpost sets further to two billion from one for achieving the hopeful "herd immunity," the vaccination red tapes for foreigners ought to gradually wane as time passes. That appears to be the trend for locals registering for jabs. Getting on the wait-list was competitive a while back. The entire ordeal was much more arduous than it is now as the vaccination red carpets are being rolled out throughout visible locations in town under blue canopies.

That's what I think too, but these other guys are speaking about the accommodation registration from local police station as "residence permit", and that paper is something that every tourist should have too - even if staying in hotel, hotel staff does the registration on their behalf.
And for those (both Chinese nationals and foreigners) 60 and older - still waiting for vaccination notifications...
The temporary residence permit replaces the visa. Visa gets you into china then you need to apply for residence permit in 30 days. Temporary residence permits for work, student, etc. usually 12 months. These are issued by PSB entry and exit administration and stuck in your passport. Residence registration paperwork is from the local cop shop that deal with this in your area.
All the foreigners I know who had shots were teachers. They automatically had insurance with their job from the school. They all work for or are attached to a local chinese school.
Would be helpful if the GoKunming team could touch base with relevant governing bodies to receive trusted, official words. Posting them like the good ol' days.
To add to the conspicuous vaccination push for locals in Kunming. Depending on district locale, free gowujuan vouchers, eggs, and even Kunming Zoo (Yuantongshan) tickets are offered as vaccination incentives. These small, dangling lollipop carrots are implemented alongside courteous reminders, albeit incessant. Far cry from monetary rewards offered elsewhere, but at least no apparent stick coercion to fret over.
Anticipating the day complimentary gift bags are allotted to foreigners (particularly >60) in lieu of shunning.

Last year at the start of the pandemic they were great with updates and communicating everything going on, now there's almost nothing ever published or written about anything.

as i mentioned, 'residence permit' refers to the paper from police that everybody has, it was just a crummy wechat translation.
so i asked the guy who confirmed that (his number was on the piece of paper that advertised single-dose) if private insurance is acceptable, he said to ask at a local vacc center, which 'at least for these few days' is in a tent at tongde mall. went there, got some looks and overheard comments about 'foreigners also getting vaccinated?' (how that was meant is open to interpretation). the staff said that they only do second dose, and that first dose is 'nowhere to be had'. asked the guy, he said the same, and that the single-dose was just a one-day thing, it's all gone. i keep trying to call the local hospital to see if they might have first or single dose, number is busy.
Our block had notifications posted in elevators etc, reminding that those needing the second dose should get it before June 30 and those needing the first dose should get it after July 1.
opposite of what i've been told. as it says on kitchen tapestries, god bless this mess
