Perhaps we could get together and swap stories. I could tell you about the time my window was a bit stiff to open.

Better of asking your neighbours rather than on here to be serious though. I strongly doubt it's a Kunming wide situation lol.
If you have not water, speak to the building management, they will know of any problems with the supply. If there is, they will know if and when there is a water bowser delivering water to your development, you will need to go down and queue with your bucket.
They will also be able to tell you if your water has been cut off for any other reason, like the owner has not paid the bill.
There have been water and power cuts in my xiaoqu before, but never for more than about a day. Happens elsewhere? Construction nearby, though not very active for about half a year. Problem first noticeable about when the rains started, water pressure then dribbled to nothing.
First - check the master shut-off valve to your home. If that's intact and the valve is open, then call the water company number on your bill. Aside from last year's cold snap where several thousand water meters malfunctioned - it's unusual to have a water outage for that long (not impossible, just unusual).

It is odd that you have had no water for 4 days and I agree with 'Tigertiger' enquire with building management especially if you pay building management and water fees.
It could be maintenance issues or related to the landlord not paying and you have every right to live in a habitable home.
Check the hallways or if you have a board for tenants if there are any papers with dates on them as they usually state if any work is going to be carried. I have had 3 days without water and electricity however there were certain times throughout the day it was available and after the 3 days it was all as normal.
Contact your landlord too or check the water mains supply ball valve, isolation valves are all in the correct positions.
Good luck and worse case scenario go stay with friends or hostel/hotel until the issue is resolved and give the bill to your landlord :)
