Credit cards have always been a bit of a problem. Have you tried a foreign debit card?
There are also different types of Visa card to consider. My Chinese Visa card is linked to Union Pay, and was not accepted in the UK when I tried to use it earlier this year.
In other words, some cards might work, others might not.
I don't have an answer sorry, but a further question that might be pertinent. Are you transiting through France, or visiting France before onward travel to UK?

These are all worth looking at if he is just window shopping, but if your friend wants to buy, my advice would be to buy the same brands as those he can buy at home. This way he can be sure he will get the after sales service he will need. My brother in law has to drive over 250km to get his car serviced, no joke. I would not want to do that journey on a motorbike.
