Let's extend that question to all health checks including the Covid-19 certificate.

It's true that China and every other country do not have embassies in Houston. What's being forced to close is the consulate, and that's a remote branch of the embassy which is in Washington.
In some countries there is no linguistic difference between embassy and consulate.
Just read this in other news from Thailand:
"Anyone planning to travel to China needs to contact their nearest Chinese embassy, with a written confirmation that they have tested negative for Covid-19, and request a declaration of health status."
That sounds a bit complex too.
If it was just announced (yesterday now), what about all those people already on the way prior to the announcement.
Is there an official start date for this new rule or will all those people be turned away on arrival?
For my own education, how long does it take to get a nucleic acid test done if it must be "complete" within 5 days?

Had my first ever visit to Slice of Heaven last night for a group party. Barbara recognized me as a newcomer and immediately came to welcome me and introduce herself.
While speaking with her at the counter, a server walked past with a pizza for one table. The aroma immediately caught my attention. It was awesome.
Our group shared 4 different pizzas. All were amazing. I think the sauce really makes the difference since it was very flavourful. I also put back to cups of cappuccino. I guess they must have fixed problems noted in other reviews because I found it to be quite good.
If I lived closer I would be a regular here.
Kunming to invest in public electric car fleet

Climate change goals could cost China 41 trillion yuan
Posted byPart of China's problem with the use of coal could be lessened quickly by switching to cleaner forms of coal. A slightly longer term solution may be to install scrubbers on the coal burning plants to trap the pollutants. The technology exists!
Yunnan fossils shed light on evolution of ancient brains

Blaze guts Guandu market, killing twelve
Posted by@Haali,
I was thinking the same thing. I'm surprised there have not been a lot of fires started by fireworks when they set off the rockets within 3 minutes of the tent where they are stockpiled and sold.
