if people can piss and shit on the streets, then it stands to reason that dogs will fit in quite nicely.

jjdesmond, the best place for your dog is cuihu, the green lake park in the city center. Dogs are not allowed inside but outside they are tolerated, they can socialize and local people don't freak out as often as in more urbanized areas. Everywhere in km most of the outdoor restaurants allow dogs.

I use to pick up after my dog. Now I just let him do it and walk away. Nobody seems to pick up after their dog. If you can't beat 'em, join 'em.

Some days ago I notised somebody with a cat bagpack. Basically a large daypack with solid sides and a look out / look in grid.
Made me think of John Steinbeck's book Travels with Charley.

In the near future, Kunming dog walkers may be required to leash their pets when making the neighborhood rounds. Failure to comply would result in warnings and fines. Three strikes result in confiscation of your dog, until the passing of a certain dog owner civic exam. Similar penalties apply for not cleaning up your dog's #2s.

These mandates have already been enforced in bigger cities like Guangdong. May spill over to Spring City like the national recycling campaign.

So perhaps dogs here will take part in a 文明er昆明, if not for their own safety. Particularly the untethered, berserk canines that exhibit affinity for chasing after pedestrians.

I just want to add. As morning stroller for many years, 95% of KM regulars pick up after their dogs based on my morning observations. Though turning blind eye when their best friends relieve #1 in public indoor spaces remain a problem.

Having your dog on a leash is already a rule but not enforced. Forbidden breeds are still around and not cleaning up after your dog is still the main practice. The old perception that the mountains are high and the emperor is far away is still common practice in Kunming. It is the same with stopping at Zebra crossings; don’t count on it because sooner or later you will be killed.
PS: the recycling level in Kunming is very high; not because of the attitude of its citizens but because many people only can survive by scavenging.
The civilized city and society comprises many aspects and Kunming is quite far from it.

On that note, I wonder how it affects these people's income when the local government or corporations take over recycling in residential areas.

At least in our block recycling is done by elder people who are either too old or otherwise unqualified to be employed by Junfa corporation - it is unlikely that they can find formal employment in any other recycling business either.

To stay on topic of dogs - combine this possible reduction of income for the lowest income group with the recent increase in pork price, and you may have dog meat on the menu even here.
