Again, social unrest phenomena or factors exist in every society. The rich would still hire bodyguards in China if they wish. The US still have a lot smart schools which really help students. However back to the topic, the Rich who choose to move out of China, not only long for a better life quality. Please take a look at @tigertiger,"the main reasons for migration".
Also, US is not the only option for the rich.

it's not the best option in my opinion. but this goes to show all the complexity involved in deciding where to take your wealth.
the decision my many chinese to go to the US is probably based on facts that were valid 20 years ago. the fact is the US has been declining.
but that's the thing. if you move to another country, things might be great now. but will they still be great in 20 years? in 40 years when your children are looking for jobs? the conditions in any one country seem to fluctuate wildly over the course of a lifetime and if you factor in your children and grandchildren, i'm not sure how anyone can predict where the place to settle is.

You're right, Magnifico - personally I wouldn't make a prediction for anything even 5 years down the road, except that national problems will get weirder as global problems continue to get worse.
Most of the chinese people I have spoken to who first send their children abroad for them to follow are completely clueless of any factors about life in the west. They never even consider anything at all.
They truly only have one purpose - keep their illegal money safe.
For those who teach IELTS or TOEFL, this is a question I usually ask both parents and children.
Being that about 80% of those who want to go abroad have either quit school because they are failing or have failed the Gao Kao, clearly shows that the parents have only one concern in life - money!
@Campo: Well, ok, but it's not all illegal money and I'm not sure money is the only concern - there's also social status and a desire for (what they believe to be) the bettering of their kids' futures.

True, it is very hard to predict the long term future of any country. So many factors affect one country's fate (no need to mention Iraq). LOL

I agree on the part that many children were sent abroad just because their parents want them to be rather than Them wanting to study out side of China. Actually it reminds me of other common problem existing among most of Chinese kinds—-they have no idea what they want in life, what do they want to be in the future.
To me myself, it also took me a long time to figure out that I myself control my life, not my country not school not my families but myself. To think indenpently is totally out of the question in Chinese classes.
