the issue is how those golf courses were built. its like this in china you dont just buy land and think of building anything on it
there is a beareau of land in every part of china wherein they see the planning of of how development each areas has.
from there each county has to negotiated or work on possibility like if they found an investor who wants to build something on it like a project if it coincides with the planning of the GUO TU
same as the issue if you read about the guy that made new lousiwan, there was a statement there saying on the thrid phase of the project only a small portion was made into commercial and the rest residential.
if the initial request or application for this land is commercial then it should be commercial and nothing else.
a lot of golf courses because of requirements from different govt like environmental beareau and etc probably the requested land was applied to be this but they made it a golf course
now since they violated it, they are being closed down.
to my understanding of Chinese law it works something like this.
the government wants to use this land for this reason (commercial, residential, ect) you can lease this land from the government and develop for that purpose (and profit ideally) you and the government can sit down and discuss using say 80% 20% commercial/residential but they can say no and if you do it anyways they could fine you (probably millions) or seize the land and sell/give to someone willing to follow their rules

Someone in Beijing asked me about buying a luxury apartment next to a golf course. My response - golf courses use massive amounts of fertilizers and insecticides to keep green things green. I suggested it MAY not be healthy for children - much less adults...so, go for the prestige golf condo - at the risk of lifestyle diseases, such as cancer, etc.
