Seriously, this is piss poor behaviour. The owner/ manager is obliged to sort this kind of thing out as part of running a business. If you can't do it, then maybe get into teaching or something...
1) It is your legal requirement to provide tax receipts.
2) Failure to provide tax receipts when asked is an offence, with can result in a fine of up to 10k rmb
3) When a customer asks for a tax receipt, it might be better to say "sorry, we don't have any right now, would it be possible to come back tomorrow?", rather than "you should have told me you wanted one earlier, now it's too late"
4) Next time, in the unlikely even I go back, I will first consume all my food, then ask for a fa piao. If you don't provide one, then I will not pay for whatever I have eaten. This is my legal right, according to my friend at the wuhau qu local tax bureau

Try witopia. USD$60 a year, setup is easy, and generally works smoothly, well, up until the other week. But the support was good, and they did fix the problems promptly

Interesting that you made the decision to serve often "terrible" food, which people had to pay for presumably, rather than just close the kitchen until you could find a cook that didnt serve terrible fare. If I were you, and having been to your establishment once I speak with limited experience, I'd be extremely grateful with the 4 stars you already have
