GoKunming was recently contacted by one of the owners of Muse. He told us bars in Kundu were approached by PSB officers in the run-up to Kunming hosting the South Asia Expo in June. Bar owners were told if foreigners without proper visas were found in their venues the owners would have to pay out of pocket to return said foreigners to their home countries.
This doesn't explain away all the problems people have listed in the above comments, but it does offer a window onto current Kundu policy.

blobbles touched on it in the original post, but I think water scarcity is the most fundamental problem facing China. Pollution of waterways is only one part of a huge problem. It just doesn't seem that the country has enough usable water. The water diversion projects currently underway to protect Beijing and Tianjin are frankly drops in a bucket as far as the entire country is concerned. I don't have a clue what the solution is. Perhaps desalinization on a massive scale, but that of course requires enormous amounts of energy.

Passable no-frills Dongbei food including lots of dumplings, tofu, disanxian and other standards. Fair prices too.
A pleasant surprise hiding inconspicuously inside the Second Ring Road. Go for the temple, stay for the lovely forested park and its ample solitude.
Excellent service even when packed and the food is top notch. Great group of owners too.
Had the buffet here recently. A bit expensive but discounts are available for groups. Seafood, including crab, lobster and sushi were all fantastic. European and Chinese dishes were great as well. Beer was included with dinner. Overall, excellent service and food.
Excellent dumplings for omnivores, vegetarians and carnivores. This is a hole in the wall joint with no frills, but the owners are friendly and the dumplings are just right. Five stars if they get higher quality vinegar.
