I've come to depend on peer to peer downloads for music and movies and suddenly yesterday, the bit torrent download didn't function. Are these things getting censored like rapidshare and megaupload a couple of years ago?
I've used the BoC cards with the unionpay, but the ATM will charge about 2% fee, it worked Nha Trang, Hanoi, Saigon, Hue.
Pu Zhe Hei (next to Quibei) is much easier to reach than Dali/Lijiang and less developed.
You can use a Chinese bank card in Vietnam: Hanoi, Nha Trang, Dalat, Saigon or else go to the Bank of China in Kunming and change your RMB for dollars if you don't like taking the 2% on ATM fees in Vietnam. Since the Chinese is importing so many dollars from their trade surplus, they no longer care about surrendering RMB for dollars.
