Try to rotate the VPN server you connect to. Some days Hong Kong will get 6+ mbps, other days barely 1 mbps. I've noticed Hong Kong, and western US slow down the most. Servers in Central US seem to be ok for me. They aren't as fast as usual, but at least they stay connected.
If I don't care about speed, and just want a constant connection all day then I'll connect to some small country in Europe.
Kunming has plans, but I have yet to see them followed. The original plans for the North had lots of green parks, and the goal was to reduce population density... you can see how well that turned out.
Oh, and Kunming tried parking meters many years ago. They were all stolen just like the poles intended to stop cars from driving on the sidewalks. Usually I see them slowly disappear one by one over a few weeks, and then all replaced every month or two...
Lots of popular torrent trackers are blocked, but in general the protocol itself doesn't seemed to be blocked. Enable encryption, and first connect to a proxy or vpn to connect to the trackers if you're having trouble.
Your torrent client should be able to list if you can connect to the trackers or not. Also check if DHT(I think?) is enabled.
It's not a scam. I know people who work there. The pay is relatively low so he's probably tired of people asking about it. Though obviously he shouldn't be rude about it.

I've noticed using anything related to google.com or google.com.hk will slow down the internet if you're not using a vpn. Try google.ca or their other domains instead google.com and google.com.hk
My suggestion is get a cheap vpn when you want to read the news. Ones based out California seem to be the fastest for western news.

Seems to be pretty hit or miss. First time I went there the pizza and hamburgers were great. 2nd time the pizza was terrible, and the hamburger was ok. 3rd time the pizza was ok, but people were smoking inside by the time we left. Guess the no smoking policy is not enforced.
