You can use Amazon.cn and dangdang.com without a bank account. They have a pay on delivery service.
Alibaba, taobao, alipay(zhifubu) are all run by the same conglomerate. Or at least at one time they used to be. Alibaba is their "business to busiess" unit while taobao is their consumer website.
Hire a translator or have a friend help translate stuff while going through the sign-up process if you love shopping. It's considerably cheaper than shopping in Kunming for most things. Just make sure you shop at the stores with a 7-day return policy if you're paranoid.
It seems strange they would shut off the water after only one month. It usually takes two or three months of non-payment. I'd make sure you're only paying for your month, and not a previous bill too.
When you sign a rental agreement there should be a section showing reading on all meters. The water company can also provide records for each month. Though in my neighborhood they seem to only bill every other month now. I just pay online through taobao...well, I use taobao to login to zhifubao or something, so technically it might be through zhifubao.
Most have been replaced by "xie guan" or something like that. Essentially low paid labor. Most of them wear a very similar uniform to police, but they aren't. I only see the actual traffic police maybe once a month. If there is a traffic accident expect to wait for the real police to show up by motorbike...you may have to wait a while too, especially if it's not major.
There was an accident in the afternoon about 1 o'clock, and the police didn't show up until about 3:30... you know, nap time or something.

I live in the north, and use China Telecom. I've noticed lots of DNS poisoning lately. Sites still loads, but then act funny if anything about China appears. Almost instantly go dead if anything remotely related to things about Beijing or south of Kunming...guess they're royally embarrassed about those events.

The police are too busy doing whatever they do. They don't even keep the crosswalks safe for little kids and the elderly from public buses.... yet they're going to take care of a pangolin? hah...
Seems to be pretty hit or miss. First time I went there the pizza and hamburgers were great. 2nd time the pizza was terrible, and the hamburger was ok. 3rd time the pizza was ok, but people were smoking inside by the time we left. Guess the no smoking policy is not enforced.

Also in your neighborhood they are only supposed to use grey water or sewage for watering. That's why it always smells so bad.
