if you want to meet new people, you can always put your own ad in the classifieds. if you like bowling, put an ad inviting people to go bowling with you. or a hiking trip to the western hills. or travel for a weekend outside kunming. or if there's a movie you want to see or art exhibition at TGC nordica, you can put an ad and try to attract people with similar interests.
just copy the tequila bowling idea to come up with your own event.

I'm living in China for almost 15 years I am also 'advanced' in age and I never ever, ever, ever...ever-ever had a problem to meet a goup of people or friends with similar or same interest, young and old.
And to expect to find the right group of people in the classifieds or them knocking on your door is just is unrealistic.
If you are to 'fragile' to go to a bar, lounge, event to meet new people, then there is no help.
About kunmings social live I think there is plenty of cool stuff going on:
-Rugby
-Football (soccer)
-Art workshps
-Writing workshops
-Poetry night.
-Paragliding (you gotta be sh**ing me, -try to find that in BJ, SH etc.)
-Language corners/ exchange
-Game cafe
-Hashouse Harriers
-Dance studios
-Gyms
-Sport clubs (badminton, taekwondo, judo,...you name it)
-Loads and loads of Live Music
-Theater
-Orchestras
-Dance performances
-Running club
-Shaolin Temple
-Hiking
-Rockclimbing (maybe not in the center but around)
-Mountain bike clubs.
-Music/ Bands
-Salvador, impossible not to meet someone nice there
And here comes the kicker why not just start your own group, this way you will get the bunch of people you want to hang out with and won't have to complain about difficulties meeting others.
If alcohol is the problem, maybe then just don't drink any. You don't have to be a barfly to meet some new poeple at a bar.

Can not meet anyone here without hearing the word Cafe, Bar, Pub, Tequila, Jack Daniels, come up within the first 5 minutes of conversation. How original! Never thought of just meeting outdoors like a park.
Considering that you are Chinese, I don't understand how it is that hard for you to meet new people. I've never met people who were more eager to 'discuss' about politics and history than Chinese guys or girls. The amount of Chinese girls who follow and talk about new technology also surprises me.
