I appreciate the input on going with an e-bike instead, but my question wasn't asking for opinions on e-bike vs. motorbike, it was regarding the motorbike regulations inside the 2nd ring road :)

legally u need a license for anything that uses petrol. but they enforce it much more loosely outside the city centre

There are lot of places motorbikes are official banned in KM.

That includes inside the 2nd ring road.
They gave me a paper to sign at the time i registered my two motorbikes which states that i can't drive in a lot of places/streets in KM. I can send you a copy if you want.
However, i have friends living within the 2nd ring and also riding motorbikes... they got checked by the police several times without any problems.
But they could confiscate your bike within the 2nd ring as far as i know.
Some lucky guys (including my company and a neighbor) have black plates (with a ring on it) which allows the owner driving everywhere in KM without any problems... but you cant get them anymore. They are worth a s...tload of money now.
