Some of the banking systems here are cumbersome, but the staff know how to frig them. It might take an hour, but some creative solution may well be possible.
I had a problem the other day, a technical issue with a damaged debit card. They actually could not sort out the problem as I had also changed my passport number (new passport). Result, the account was locked. Solution. Open a new account, and transfer all funds to the new account. It took them 20 minutes to work out what to do, and then 2 minutes to do it.
Pain in the butt, but sorted.

Go to a local driving school (cars), should be easy to find, and ask them, or find your local traffic police office, and enquire there.
Alternatively go to the vehicle test centre, a long way out for some, and ask them.

Forums > Travel Yunnan > Local ethnic music The big shows are pure showbiz/cabaret, with a troupe of professional performers who dress up as any ethnic minority required, and sing accordingly. I hate them. But there are also smaller more 'genuine' shows.
There is a Naxi village about 5km outside Lijiang. There is a Naxi museum and also a group of old men who do nothing but make music and 'smoke'. They are well known and produce CDs as well. But this IS 100% authentic music.
In the adjacent village of Shuhe, there are also local performers who give the daily show.
In Shagrila (forget its real name) there are local restaurants with local diners and local people putting on shows of local music. This is not the usual 'cabaret'.
Just north of Dali is a second lake called XiHu, there are houses built on stilts there. You must pay to go in. They have a visitors centre, and do the usual local performance, but again it is locals doing the local thing.

Whistleblower syndrome leads to the crucifiction of the WBs. WB syndrome is well documented, and follows a pattern. And looking at later posts on here, many have fallen into the pattern without realising it.
Shooting the messenger is quicker, and easier than coming to terms with the issue, even for bystanders like us on GoK. And in cases of organisations, it is also cheaper.

Posted byAh! but what do they mean by "non-residents of Yunnan"? This sounds like Chinese nationals not resident in Yunnan. Which would allow non-locals to cross these borders.
This would not include foreigners.
As for the number, 13 re-open, when some were not closed. That is typical of the way things often get reported in some parts of the world. Like the list of 700 universities was published and China had x number in the 'TOP 700 world ranked universities'.

Posted byYes, I think Alex has a point. In Hangzhou (and other cities I have visited) it is organised. The vendors have a table and the tables are in clearly defined rows (some streets 4 rows, wider parts 6 rows). The pedestrians can navigate through the night markets.
The big advantage of tables is that you don't get the sprawl across the pavement, and there are clear walkthroughs. The other thing is that there are no people selling out of the trunk of the car, this alone takes up a lot of room.
Outside Sal's a few months back there was a problem, because there was no way to get onto the sidewalk to park a bike. Putting aside the rights and wrongs of who did what, it was the over abundance of street vendors that was the root cause.
