In the past some complexes made people pay a repair fund, that was VERY unpopular so this fund was stopped.
Most complexes are built by one company and then managed by another company, often a related company to the developer.
Often once all the apartments are sold then the management company walks away from the apartment complex, as they did with our complex.
We were "lucky" enough to get the Railway Real Estate management to take over the management. They collect their management fees, water the plants, sweep the paths and provide a sleeping guard service. But as there is no repair fund,,and no way that all the owners will agree on anything then no real repairs are done.
In some complexes such as JunYuan and Phoenix you see an active management company,, but I think they are the exception that proves the rule.
Basically this is a serious issue for all apartment owners, and if there were more apartment complexes that were managed well then they would push the prices of the other complexes down,,luckily the vast majority of complexes in China are not managed well so buyers don't expect or pay more for this.
