I assume the criminal check is needed explicitly for the work permit (or RP related to that), because for "family reunion" RP there haven't been such request for me during the 2 years here.

I submitted mine to the labor bureau as part of the work permit process. I have heard that it's also needed for permanent residence applications. Probably not for family reunion RPs.
