@JanJal, yes a foreign couple I know did get married here, but that was around 2008 and it seems the rules changed since then

As for reasons why foreign couples may want to get married in China (assuming they're already "settled" here),

I can think of few.

For some it may be financial burden to fly out and back to do it. Others may want to, if not elope, just avoid the family hassle of doing it back home. In some cultures having one half pregnant would also make cutting corners necessary - as well as saving money where possible.
