Well, about that I am not sure.
There are [or were] groups that meet in the [usually] tier 1 cities to beat up foreigners, usually when tensions are high, or big international events are planned.

But the pics and videos I was talking about, are either news coverage, police videos or bystander filming the incident [or aftermath] and often you can hear the cops or witnesses talking about what happened.

Actually if you travel a lot by bus, you can just check the daily Kunming news on the screen.
