I'm very happy with my China Telecom 4mbps account- 138/month, was set up two days after I walked in the shop and download speeds are great. (~450kb/s)
About what Xiefei said about download speeds from international sites: If you send your traffic through a proper vpn (like the really popular free one.. ;) ) you get great download speeds as well, and downloading torrents (if you use protocol encryption) is veeery fast too.
