A guess here.
PRC citizens, in addition to a passport, need a travel permit/pass to leave China. This is in additional to any visa they might need to enter another country. I believe in the past, they were only issued where your hukou was issued.
If I am correct it means that a non-local (non Yunnanese) Chinese citizen can get a travel pass in the Yunnan cities listed, to cross the Border to places like Myanmar, etc.

Interesting. I have never seen one used by a Chinese citizen when in possession of a passport though, perhaps they have to be shown at passport control and I wasn't looking hard enough.
Anyway, Chinese laws when applied to Chinese citizens tend to override those of a foreign country. This means a Chinese citizen usually needs both this permit, a passport and a visa to be allowed to cross from say Ruili over to Myanmar, never mind the fact that Myanmar issues 7-day, 6-night passes to Chinese citizens for use only within the Muse Economic Zone (limit of travel is about 10km inside Myanmar) but as of April the Chinese authorities were not letting any non-local Chinese (anyone from outside Ruili) to cross to the Burmese side without all these documents. In fact, even residents of Ruili may require all these documents as well, though I'm not sure.
Does anyone really know? Will my wife now NEED this to land cross the boarder ? we crossed a land boarder less then a month ago and many times before without one.
If anyone was still wondering, This is for Chinese that do not have a passport or visa....I asked my wife, she got one when she was a kid on a family trip to Myanmar. I guess they stopped doing it and now are staring again.
Entry and Exit rules for Chinese citizens were modified on July 1 too.
This is instead of Passport and visa for Chinese citizens, not for foreigners. Once Chinese citizen has obtained passport and visa he no longer needs these travel passes.
Hi Long-Dragon, my boss told me about some changes to take place on July 1st, which could allow Chinese citizens to more easily travel to Muse (across from Ruili) provided they stay within the economic zone there. However, I wouldn't be surprised if this was delayed since although Myanmar is opening up, I wouldn't count on fixed dates but rather an approximate timeframe.
