There were 'training sessions' for police, fire departments, SWAT teams and anti-terrorism units held in several parts of the city today. This is in the run-up, as mentioned above, to the China-South Asia Expo. A rundown of the security operations can be found here:

Maybe it was some kind of "intimidation" show for refinery protesters.
It got on the Chinese webs news yesterday that not only the local gummint is requiring id and phone #s for purchasing medical masks, but also for plain t-shirts and printing stuff.
This South Asia Expo is hosted by the PRC dept. of commerce and Yunnan gummint. Is really nothing big of a deal.
The Anning govt have now apologised for the T-shirt & face-mask bungle! Quite funny, really!
I noticed the guards in my neighborhood wearing the red arm bands too. The writing says something about helping people. I guess it's so visitors know whom to ask for help.
One guard this morning said they don't know why they have to wear the red band. Their leaders told them to wear it; that's all they know.
