Sadly these kinds of things do happen. Although some schools do have signs that say things like 'walk don't run' and limiting the number of students on a staircase at any one time, signs do not enforce themselves.
The surprise should be these incidents don't happen more often. Most of my working life in China has been spent in public buildings and never once have I been involved in, or even witnessed, an emergency evacuation drill. Padlocked doors, windows and other exits exacerbate the potential risks.
