Good to hear!!
My posting has helped 4 persons by now, which also was one of my goals.

Hopefully more people can get information about this kind of fraud before they become victims.

There wasn't hope of winning anything, contract was already signed.

They told us that giving money is a bribe, but gift giving is a tradition and as it was for that certain large scale project, gift also needs to be more significant. Thats all.

Gift giving is tradition not only in China, but other countries as well.
So now i know that gifts should not be expensive but symbolic, like i thought at the beginning.

I read many similar articles like this:

Chinese Etiquette & Protocol - Gift Giving

Gifts are an important way of creating and building guanxi in China.
Chinese etiquette requires that a person decline a gift, invitation, and other offerings two or three times before accepting. It is expected that the giver will persist, gently, until the gift is accepted. Be sensitive to genuine refusals.
Chinese and Westerners differ in the approach to gifts. In the West, a sincere thank you or a thank you note is an acceptable way to extend appreciation. In China, a more tangible form, or gift, is preferred.
Never give a gift that would make it impossible for the Chinese to reciprocate-this would cause a loss of face and place them in a very difficult position.
The Chinese usually do not open gifts at the time they receive them.
When receiving gifts from the Chinese, do not open them unless they insist.

quote from their email:

''I need to introduce the traditional business culture in China to you, when we sign the contract, there will be some governors from three government departments attend our meeting, they are:State Administration of Foreign Exchange, Bank of China and Fire Protection department. They are as eyewitness for our meeting and support our work. So, it needs you to give some gifts to them(the governors). I suggest you take some money when you come. We have no choice because this is a kind of business culture in China. It is very important because we can get the approval for foreign exchange quickly through the tradition. As to the advice, I hope you can respect the Chinese culture.''
