They do get blocked, particularly foreign ones, unless they've handed fat red envelopes.

ya bluevpn basically you set the country you want and then download the config files. When i have problems i just change server (country) and change out the config files. Only pain is you have to have someone send you the update openvpn tunnel install to use the configs.
