My one-year residence-permit work visa expires next month. I want to do some travel and study after. Can I get a tourist or student visa at the BeijingLu office, or would I have to traipse all the way to Hongkong or Bangkong?

You can get a one month tourist visa after your work visa expires. You can extend it one time so it would give you two months to travel.

And the office isn't on Beijing Lu anymore, its on Tudong Lu, I believe on the 3rd floor?

Yes, you can get a student visa after a work visa.
sho'enuff. went there and this old officer waffled and waffled, saying it can't be done, with typical chinese vagueness. finally said that if i provide a document from employer stating that my contract there ends and that i want to travel for a month after, i can come and apply.
things are always so easy, uncomplicated and logical here.
Oh yes I forgot to mention that you needed the release letter. Also I had to show I had sufficient funds in my bank to pay for a months travel, so best to get a bank statement in case you are asked to show it.
