With my then-students, about 15 years ago, I made some very special visits to markets not far from Mengzi (HongHe prefecture) which were teeming with many different minority groups in their traditional costumes. I'd like to revisit, but I can't remember the names of the towns/villages nor the schedule of the local markets. Can anyone make any recommendations?

Yuanyang, definitely. This is a small town due south of Jianshui. A lovely area to tour by car or bike.We were there in January 2013.

You can go to the wet markets, and outside the market area, on the roadside and sidewalks, are the small farmers selling their own goods. Many of the old ladies are in their traditional dress. Costume is perhaps the wrong word in this context.

There are some international markets near the Vietnam border in Wenshan in Malipo County where the people dress in traditional clothes. You can google Ma Guan or DuLong Zhen for more info.
