Often when people sell their apartments in Kunming they will tell the real estate agent to tell prospective buyers that apart from the cost of the apartment, that all transfer costs, stamp duty, tax etc will be paid for by the buyer.
Yuantongsi, Thanks so much for that idea. I wouldn't have thought to do that. So the laws in China don't say whether the buyer or seller has to pay each type of fees? that might be the way to go. Of course, I'd like to ask the buyer to settle in USDollars since they are easy for chinese to get and it's hard for me to get RMB changed. Guess that's another problem entirely.

Because the buyer pays all taxes/fees. Expect to be asked to provide two sales invoices. One for a lesser amount to reduce the tax/fees payable.
Yes this is illegal, but in Kunming it is prevalent.
Actually, it happened to me when I bought and I objected (to no avail) because I was afraid the lower 'fake' price would hurt me in capital gains type fees on the sale. But it was clear then that everybody was doing business this way.

When you sell you will also provide 2 receipts, as the buyer will pay the tax, and will want to reduce his/her costs.
When I say that the buyer will pay the tax, this is not a legal requirement. When people sell in the Kunming market the seller specifies the net amount that they require from the sale, meaning that the buyer picks up the seller's tax burden. This is also a norm in this market.
