I've been riding bikes in Kunming for 10 years (have bought and registered about 6 bikes in that period), stopped by cops many many times. As far as I know you still can't enter the first ring road, else all is accessible. Only ever been fined once, and I was in the wrong (inside first ring), so I deserved it, cops were polite and all was good. I've been in an accident, no issues, cops came, matter was resolved. Rules have changed, bikes are legal in Kunming, you can ride the flyover ring roads and even the highways using the toll roads. In those cases no passengers allowed, but you can legally do it. Those who say you can't aren't up to date with what's happening...
