Yeah, it is pretty easy to get a Chinese driver's license. I got one in another city, and didn't have a sitting test.

As it says on the embassy website, you should get the job before going to a place. A little something called planning. And, yes, China is bigger than Kunming, so it would be pretty obvious you would get job offers in China, but not Kunming. Haha.
