You could investigate whether you could purchase PayPal credits through PayPal China using your UnionPay card and then use those credits to purchase from overseas retail websites.

have you considered asking the bank for a FOREIGN CURRENCY or INTERNATIONAL TRAVEL CREDIT CARD (don't know the correct name)? Such things do exist for domestic Chinese!
