I want to travel to Hong Kong next week and obtain a double entry tourist visa, with each entry allowing 2-3months travel time.

Yes, it's possible, you can apply it when you are in HK, with travel agency, it normally takes 2-3 days, cost about 2000RMB as far as I know from last year!
