Hi, the rules have changes recently.
I have many accounts from the past but there has been a change in which the bank must link tax information here with tax information in your home country.
So now its not easy to open one. its complicated and takes time and most banks will now say no initially as its simply too much trouble or they don't have the expertise.
It's not complicated at all... they just need to ask the foreigner for his TIN. All other information is already available. Perhaps they still have some it troubles tho... Chinese banks are running their first CRS cycle this year and people need to gather some experience first.
