The problem is that parents are ignorant and they unfortunately trust the training schools and the teachers who sweet talk them out of their money yet never show objective proof of learning or improvement.
You wrote above - they obviously couldn't use PETS - why couldn't they use PETS? They did not use PETS because they did not know about PETS - this is the only reason.
PETS = Public English Testing System - this test is available to all people - any age - they do not have to be students - a farmer can take this test - anyone in the general public can take this test - I have (educated) parents take PETS with their children - together - on the same day to show support. Same as IELTS - anyone can take IELTS - as long as you pay 1700 - no requirements - same as PETS.
The problem is that schools and teachers keep this a state secret. They dont want parents to know about it because if parents learn about this inexpensive standardized test - then all those lieing and cheating teachers and schools will find themselves out of business.
You know that parents are obssessed with Gao Kao - if parents knew that they can get their kids english Gao Kao score before age 17 (senior) they would jump on the opportunity.
CET = College English Test - Any student - regardless of major (Accounting, etc) can take the CET test when they are in college or university.
TEM = Test for English Majors - This test is only for English majors. English majors can take both CET and TEM.

I guess you were NOT reading again and went back to skimming. You asked me - What is the youngest age, in your opinion, that a student would be able to take this test?
I replied - We begin as early as the 2nd grade. We have 1 student who passed PETS1 when he was in 2nd grade and passed PETS2 when he was in 4th grade.
As I stated earlier - PETS1 is a middle school level exam - Do you think the parents were satisfied with our teaching when their 9 yr old (2nd grade) passed a middle school exam? Of course they are happy! Do you think those parents brag about their kid to all their friends? Of course they do and they have reffered other students to us. And the other students they refer to us come from the same primary school and they are good kids/students, not some village kids from Ma Jie Primary school who can not pass PETS1 until late in high school if they are lucky.

Forums > Study > PETS - Public English Test System Yes, those people would be SOL in my world because I have standards and I do not steal money from people if I can not provide the service I asked to perform. There are plenty of so-called teachers who will happily take their money. If I am paid to improve their test score then I should be able to prove that I raised their test score (Objectively). All those training schools and teachers who do NOT provide objective (PETS is a national standardized exam) proof to the parents who pay them are crooks in book. They are businessmen (profit), they are not educators.
Yes, anyone can claim they are helping or teaching - the question is - How do you prove that you were of any use at all or did the student learn anything from you or did the student improve while under your tutelage? If you can not prove it then in my book you did not provide the service you were paid to do.
The answer from the parents does NOT matter. What matters now is that the 8 yr old girl is now our student and she will be taking PETS in Sept. AFter 1 year with us she will have 2 PETS scores that will prove whether she improved or not under our tutelage. What do the parents have to show for the last 3 years - Nothing!

Many people do not have a clue about PETS and what a useful tool it can be. Example - Anyone taking IELTS or TOEFL should now this info.
I know a so-called Teacher who had no idea what these acronyms mean: CET and TEM. Yet they call themselves an english teacher and take money from ignorant students who do not know any better.
Most importantly, parents need to learn about the PETS system well before their kids get into middle school and definitely before high school because the PETS is exactly the same as the english portion of Gao Kao.
I just met and spoke to the parents of an 8 yr old girl (2nd grade) last week who sent their daughter to a training school for the last 3 years. I asked them how do they measure if their daughter improved and they had no answer - SAD!

most people cannot even agree on whether drugs should be legal in the first place? People dont make laws, govts make laws and the govts are filled crimminals. Govts do NOT do the will of the people, they only do what is good for themselves.

Posted byAgain, to understand a complicated topic one must first understand the difference between a functinal (F) addict and a (D) dysfunctional addict. A functional addict seems to live a normal life, never arrested or no run ins with the law. This is the obvious evidence most people see. What people do not see is what happens in the background which is the same for both F + D addicts. The DSM will list these factors and most people know what these are. Problems in the family, divorce caused by the addiction, loss of income caused by the addiction and so on.
There are millions of people who use illegal drugs and never get arrested. And there are millions who use illegal drugs and DO get arrested. We only hear about the ones who get arrested.
For those of you who believe drugs are a victimeless crime, then you failed to consider the mother, the husband, the wife, the children and you are just looking at the fact that the addict did NOT rob a liquor store to get money to support his/her habit.
