I've seen bus #171 out there but I don't use buses so I can't tell you much more.

From city center to Chengong, 40minutes by car in the morning and 1 hour in the afternoon ( 17:00pm-18:30pm).

Chengong is still very much under development, therefore expect dust and dirt. But generally the development seems to be quite well organized ( yet slow ) and future looks bright and beautifull.

Government is schedule to start to move into Chengong within this year.

What about that light rail that was supposed to be built? Is that still on or has it been replaced by the subway plans?

The light rail train plan and the subway plans are one and the same.
Partially it will go underground and partially it will be above ground.
Chenggong section connected to city center will be opened in 2012.
