Yes the word 'open' causes problems.
Open could refer to open boat, or could mean open competition. Seeing as the competition is for international teams and is part of a set of races for the season...maybe not open competition.
But the land rowing could be open competition.
Not that I would be taking part in either, but if it was on the calendar, then some might have been interested in coming down to spectate.
Looking at the information in the link Dan provided, it looks like the boat races were international teams.
There is also reference to ' land rowing' , using 'dynanometers' .
I am guessing that this land rowing is the open rowing competition, using gym type rowing machines. Just a guess.

I was talking about the calendar on Gokunming. I am not sure if there is a local government calendar with all events.
It looks like it is a competition as the marquees and fences are out.
I live lakeside, and this is the first time I have ever seen sculls. There is no boat club and just getting down to the water would be a real problem, as (like most waterways) there is a 1-2m wall bankside, with no steps.

The cut flowers are about 700m east on Duonan Jie. The plants and trees are about 700 m west and follow Duocai Section.
A reasonable choice of lumber that has improved over time. Fancy hardwoods like walnut, and mahogany are in abundance. There are some plywood and rubber-wood boards available. There are also some kiln dried imported softwoods and merbao available. Some of the lumber is very green, so look for the kiln dried if you need stable timbers.

Breakfast great and the serve from 8am. Most other places say 9am and they still are not ready.
Sandwiches are cheap 22-32, and really packed full of filling. We got some sandwiches for a day out, the only mistake I made was ordering two, as this was too much. These are seriously good sangars, and they are wrapped in alu foil.
In fairness to Metro, they are a wholesalers, and not really a supermarket. Hence the need for a card, which can be got around.
They have improved in the year I have been away. They now carry a more consistent range of imported foodstuffs and they also seem to have sorted out the mported milk supply.
They have a wider range of electrical appliances now, there is a coice of more than one toast. There is also a better range of seasonal non foods, like clothes, shoes, garden furniture and camping gear.

Many new roads in Kunming have the streetlights with wind and solar charging. however the environmental impact of replacing old serviceable units (that have already left a footprint making them) with new (including their own footprint) is a tough call.
One of the reasons why China is leading in green energy is that there is so much new infrastructure to be put in place. Unlike the US and EU that have a huge legacy system that would be very expensive to phase out and replace.
