The aim is not to stop theft, my god that would be a move in the right direction. This is just a benefit.
The aim is to stop the overpowered and overweight scoots that do not meet the regulations for e-bikes. I think these will now be either outlawed or classed the same as petrol bikes. They are after all just as heavy, almost as quick, and just as lethal.
Every taxi I have been in has seatbelts in the front. I think they also have rear belts, but these are usually behind the seat covers and inaccessible.
Private cars often have the same issue with seat covers.

I would be disinclined to get/catch a 'black' (unlicensed) taxi from Kundu at night.
For the rest of us, I think the lesson for the future is, never buy an e-bike without getting the Fapiao. Otherwise it will be impossible to register it.
Most/all owners will have the fapiao (my wife keeps fapiao for everything going back years). If sellers don't have them it is probably a stolen e-bike.
It will be intersting to see how this new regulation pans out. Previous attempts at regulation failed, but the police seem to be sticking with this one.
I will have to be careful, although I will miss out on the National Day holiday fiasco this year. I am not in China at the moment and will miss all the fun, but the rest of you can enjoy.
I would guess that large infrastructure projects may be treated as state secrets. Sites may not be off limits (to Chinese nationals), but rather like collecting phone numbers/addresses, or using a GPS to map routes, it could get non-nationals into trouble.
A reasonable choice of lumber that has improved over time. Fancy hardwoods like walnut, and mahogany are in abundance. There are some plywood and rubber-wood boards available. There are also some kiln dried imported softwoods and merbao available. Some of the lumber is very green, so look for the kiln dried if you need stable timbers.

Breakfast great and the serve from 8am. Most other places say 9am and they still are not ready.
Sandwiches are cheap 22-32, and really packed full of filling. We got some sandwiches for a day out, the only mistake I made was ordering two, as this was too much. These are seriously good sangars, and they are wrapped in alu foil.
In fairness to Metro, they are a wholesalers, and not really a supermarket. Hence the need for a card, which can be got around.
They have improved in the year I have been away. They now carry a more consistent range of imported foodstuffs and they also seem to have sorted out the mported milk supply.
They have a wider range of electrical appliances now, there is a coice of more than one toast. There is also a better range of seasonal non foods, like clothes, shoes, garden furniture and camping gear.
