If you go to google maps for Kunming and type in Lenovo (this might work maps.google.com/[...]
Then find the authorized Lenovo retailers, the computers/tablets that they sell should come with a fully licensed version of windows. Even if the tablet does not come with Win8, you should be able to get it upgraded at one of the 2 official Lenovo service centres in Kunming.
If you are unsure if a Lenovo seller is authorized, then go to one of the service centres, they should be able to tell you where you can get a tablet with genuine OS.
I like the look of the Lenovo S2110 with detachable keyboard.

On Yuantong Bei Lu I saw a shop calling itself the Flagship shop for Lenovo. It on the righthand side of the road as you head towards the zoo, next to the enterance for the 999 shop lift well.
I saw in the computer mall next to it a lot of Lenovo tablets with attachable keyboards, but I didnt ask any details.
In the past it was impossible to get original English version windows in Kunming (For Dell computers) not sure about the current situation for Dell or Lenovo.
the OFFICIAL resellers of any manufacturer should be listed on the OFFICIAL web site of the manufacturer.
Go to lenovo.cn or whatever and find the list of official resellers from there.
Some people who buy from non authorised resellers find that the promised 100% real OS and Office system supplied does not behave as it should. In other words it may not be legit after all. Yes you can get English language Windows and Office, that is not kosher.

I don't think so. I read a blog about a guy who bought a flash for his camera on taobao and claimed it was fake. The vendors have ratings so you can decide if you want to risk buying from them based on their rating.
Ratings are not always reliable as I have heard that many people are afraid to give a bad rating to crooks due to fear of repercussions. I know someone who got a laptop with, if memory serves, half the RAM advertised, but once you open the box, tough luck.
TMALL is safer, but taoboa not so.
I don't know what the other online sales platforms are like.
