4 - I never had a problem of any kind with taxis in Kunming. I did report a driver in Chenggong for not using his meter but this has never happened to me in the 4 other districts of Kunming.
5 - I know the taxis in front of the train and bus stations are famous for not using their meters so I never bother with them. This is a great place to set them up and report them. Have your recorder ready and let them refuse you. Then take their pictures and report them.
6 - When I do encounter a problem, I don't cry and whine like a little girl. I take a few minutes to write a letter and in a few days I get a reply.

Why do you need a website to put the pictures of the taxis who break rules. How does this do anything? Why not just send the pictures to the complaint dept so they can deal with the issue. How does the website do anything other then just add another meaningless step.
Here is the truth about the taxi complaint hotline. When you call in, they are required to log in the complaint into their logbook. They will never do this. They will make excuses, ignore you, but never log in your complaint. I have seen their logbook and it is completely empty. No record, no problem, no more work for them and they can continue to sit and smoke.
I learned so now I write letters. I have done so many that I just fill in the blanks and send the letter in 10 minutes. When they receive the letter, they must reply. I send it EMS and it costs me 20 Yuan, but I can afford it. Now there is a written record and they must reply. Also, because I wrote the complaint, I have the right to review their records, which I have done. The paper trail will go through 3 diff offices so they can not fake it. I went to the office and I saw their paper trail. I was also given a copy of the punishment the driver was given.
The standard punishment is about 200-300 Yuan fine, training for 3 days, and he can not drive for those 3 days. This hurts their wallet and it is the only way they understand. The fine does not bother them, but it is the no driving that hurts them. So when they piss me off, my 20 yuan and 10 minute investment will make them remember me and this is the only way they will begin to change their behavior.
So stop complaining and write a letter with your picture and a recording. If you have these 2 pieces of evidence, he will get punished. If for some reason this fails, then try again. If you do nothing, then nothing will change.

Tian Yuan Bridge in Ma Jun Village (Not far from the new Train Station).
Xiang Hui Bridge in Xiang Hui Village. There is also the old Xiang Hui Qiao Train Station.
Jian Long Qiao in Ma Jia Ying Village.
Finally, there is the Da Xin Bridge in Qujiang. There is a train station here now but I have not visited this bridge since the new train station has opened. This bridge is about 40 km north of Jian Shui Old Town.
