These are the qualifications I would seek from a Chinese teacher for 1-1 learning:

1 - Mandarin - Level 1B or 1A -

2 - Graduate from University with a major of Teaching Chinese As a Foreign Language or IPA Certificate.

3 - 1 year experience teaching at any of the Chinese Training Schools.

4 - English Proficiency: At least 2 of the below listed items:
IELTS = 6.5+
TOEFL = 85+
PETS5 = 85/4
CET6 = 600+
TEM8 = If they are English majors

Learning a new language is useful and it is always good to continue learning new things. This depends on what price a person is willing to pay to learn chinese. Not only the cost ($) of paying the teacher but also the time involved in learning, especially if you are older.

I think most people would agree that learning any other language is much easier then learning chinese.

I have lived in China for more than 11 years and have travelled extensively and interact with locals on a daily basis. My chinese is limited to what I learn from day to day and I have never formally learned in a classroom setting. I have no interest in learning to read chinese as this is too time consuming and I will have to give up the things (Teaching + Travel) I enjoy doing now to learn to read.

It all depends on the needs or choice of each individual. Many people here have already stated that they live comfortably without learning chinese.

There are plenty of places that flood annualy because of heavy rains. This water can be piped to other dry regions for irrigation while preventing the annual floods.

Govts are already full of rich parasites who exert tremendous power, to decide who does & who does not contribute to society? Can anyone name a benevolent ruler other than King Arthur (legend) and Hugo Chavez who is truly interested in the welfare of its people.

To understand this dilema one must first understand that:
1- The drug problem is a govt sponsored program in most countries of the world.
2 - Cannabis is an illegal drug because it interferes with another govt sponsored program - disease and death (Medicine) - this is why pot is considered worse than cocaine.
3 - There is no rehabilitation from drug addiction - there is just substitution from one illegal addiction to another legal addiction.
4 - There is no need to define drugs because the govts already define it for all of us. This article is not about beer and cigaretts because the govt has already deemed these addictions necessary.
5 - Govts do not care about health, they are only interested in profit.

A drug user is a drug user. Casual use or addictive use is of no consequence. There are many alcoholics who do not think they are alcoholics. Execute them all and the drug problems will be resolved. Mao did a great job geting rid of the opium addicts in the 50s and 60s.

Death penalty for all drug users. This is the only way to win the war on drugs. Smugglers are just businessmen who are supplying the customers with what they demand. Get rid of the demand - just execute all drug users since they serve no purpose in any society.

The new Visa office is located at 118 Tuo Dong Road. There is no number on the building yet so do not bother to look for it. There are 2 passport photo shops on either side of the building. The office is located directly in front of the Kunming Museum. The bus stop is named - Shi Bo Wu Guan - Bus 1, 62, 109, 117, 145, 213, A1 and K3 stop directly in front of the office. Foreigners need to go to the 3rd floor. The Tuo Dong Stadium is located to the right of the office while Baita Road is located to the left of the office.
