Are you planning to go to puer city or just somewhere in the region? I just stayed at a decent hostel in jinghong a few nights ago. If you're interested I can look up the information.
China post is probably your best option. You can either go (relatively) cheap, take ages and be untraceable, or spend a little more, take ~2 weeks and be traceable (surface to air, EMS). If you go with surface to air or EMS, then I believe it's still cheaper than other options (Fedex, DHL, UPS, etc).
Also, surface parcels will take even longer in Europe as they tend to get held up longer each time they hit a new border, which is way more frequent than North America, for example.
I see large groups like this regularly, often wearing their gang colours too (white track suits with bright coloured accent). No rebar in hand, but they often have bags which may or may not contain weapons (IED?!). They tend to gather in front of schools around 8am and then again at 4:30pm. Luckily there always seems to be police nearby already.

Not too bad. Price for doubles is reasonable, although when we wanted to buy them at the advertised 40% price during the day, we were told only beer, not cocktails. Regardless, they were still about the price of some other places' happy hour prices, so I can't complain too much I guess. Service was definitely more prompt and attentive than most places.
