Asanee, Reading your last submittal above, I sense there is some unspoken problem with your documents. There is often a problem with docment submittal on some small details. Having to go back once is not unusal. Many do this very year with few problems. You can go to the revelant bureau's and ask in Kunming on your specific questions with your friend or sponsor. You can seek help from those who do this for others for a fee. I know several. PM me and I will refer you.
Yesterday our company was formally notified that all new visa applications and renewals need to have a criminal record included in the documentation
In line with the point earlier in the thread seeking authoritative verification of sources, do you mind if I ask who the formal notification came from?
Any mention whether notarization in the country of origin is required, or whether accredited translation here suffices?
It beginning to look like criminal record check, or, a certificate of no criminal record will be required in most locations. This kinda a typical bureaucratic thing. Beijing requires it, so it becomes a who has the balls not to require it.
On asking questions, if you, or your company asks the wrong question you may get a correct answer which is CYA and difficult to comply with. It is a little late in the game as the once optional policy, "and and if required by the visa agency, a certificate of no criminal conviction and other materials." See it here lawandborder.com/?p=2481
If you go in and ask "What do I need to do, then what and how do I do it" you most likely get the more difficult solution. The specific and detailed answers you want will be the product of some bureaucrat's wet dream. Be careful what you ask for.
I know this sounds condescending but some people ask questions about illegal activities and how to do illegal things on this forum. Anyway, I got my new visa and hopefully by next June things will be sorted out. I will also get whatever I can get to cover this requirement in the next few months just to be safe.
Info about requirements in Beijing
lawandborder.com/?p=2565
It says in part "II. Requirements for the Certificate:
1. A certificate of no criminal conviction should be issued by the public security or judicial authorities in the applicant's place of residence (with a translation by an official translation company); and
2. The certificate of no criminal conviction should be authenticated by a Chinese Consulate."
Info for Americans trying to obtain a Criminal Record Check

I am an American and am trying to get the FD-258 card and have been looking online to print one off PDF. Has anyone been successful at doing this?
I would rather fingerprint here, ship it off to my parents house and then save the time next summer when I retrieve the letter. But I am having a hard time finding the card free online.
Maybe someone here has already done this. No, the American embassy does not have those for sell or let.

BTW, fingerprint submission is not a DIY thing. You may need to use a "FBI-Approved Channeler"

Here is a list: www.fbi.gov/[...]
FD-258 cards on Amazon, but they will not ship to China ($25 for 50ea)

I do not know how the "FBI-Approved Channelers" thing works. I do not know if it can be done in China.
My gut feel is that a return trip to the US is in my future.
during a meeting this week, the PSB assured my employer that the criminal record check is only required for NEW APPLICATIONS and not for renewals. in addition, they said that 'proof of no criminal conviction' from the state would be OK for american citizens... but they couldn't really say if that should be from the state of birth, where they'd resided the longest or where they'd lived most recently! the didn't say what exactly anyone else would require.
Debased, who or where is your employer? Education? In Yunnan? This is what I am hoping for.
