I know the gvt is generally pretty paranoid about stuff, but can anyone explain the rationale behind blocking Google and slowing the internet with excessive filtering for "7 days". In what way would normal internet access affect the conference?? I can't get it?

Control, control, control what goes in and out. It's that simple. In their minds this is the way to do it.

any site on the internet that has the word 'blog' in the address is blocked. also, most videos are blocked. so blogs about knitting and videos with recipes are blocked.

it's bloody insanity.
