There's a complaint HOTLINE listed under the driver's taxi license. If you can negotiate the chinese menus - call and complain in front of the driver - when a driver achieves a certain level of complaints - at renewal time, their license can either be fined or rejected.
If you have the ability - go buy a bike or e-bike (just beware the thieves). If you're in a hurry, jump into the taxi - if they refuse to move - just sit there and pretend you're dialing the complain line (or call an international 5 star hotel's concierge and ask them to help you call the taxi complaint line - or just bluff and call a friend to complain and carefully and slowly repeat the taxi driver's license number - do it agonizingly SLOWLY (to burn up their cruising time) and repeat the number agonizingly SLOWLY at least three times, then note the street you're on - agonizingly slowly - three more times...
MOST drivers will panic if they see you actually calling the complaint line, pretend to apologize, and take you to your destination (but beware the scenic route in revenge). But the best revenge is to get an e-bike and drive on the road (not in the bike lanes)...be part of the community...contributing to gridlock due to an "abscess" of e-bikes...and wear a helmet (so you stand out as a laowai). Chinese kind of expect laowai to be eccentric - so, to quote a recent movie, "go with it"...
Better still, buy an e-bike, don't wear a helmet and try for a Darwin award.

I don't care to pay 5 mao or thousand kuai for a cab ride if it has to be. But it is every single time and none ever cut some of the fee thay are all. Literally all are addidng up fantasy prices. Sometimes I have to take up to 5 taxi rides per day and as I said i don't care about the maos but it is an annoying fact that pissed me off. IF you do;t care that you are cheated and ripped off, great for you. But this place here advertises itself as spring city & tourist destination Yunnan and they can't even add fairly to their fare. If they would ask, ..."hey mister I don't have small change", it would be alright i guess, but they just try to rip you off, who cares if one mao or million dollars. You mentality is very similar what drove us into the fincnace crisis. When a lot of bankers think like that...

Well you're obviously unhappy about something. It's just not clear what.
...crappy taxi service and silly comments about things that should be a general courtesy.

it's a bit harsh to call the hotline because these guys probably don't make all that much and i really wouldn't want to hurt their livelihoods unless they did something really bad. it would be nice if they got their act together at all times, but for the most part they're courteous and get the job done.

I agree and have you tried to call the hotline. I had to do it once because the guy was giving us a ride and didn't try some funny business. The hotline told us they will 'probably' call us back in the next two weeks.
So I wouldn't put too much hope in their hotline. But maybe it works sometimes to scare them. In our case it didn't.
