How bad has it been in 2009, and what is the lookout in 2010?

Pretty bad. It's the worst drought within the past 100 years in Yunnan. If there isn't a lot of rain during the monsoon season then 2010 is going to be terrible.

I remember in early 2004 they were turning off the water to many residential complexes during most hours of the day, Cui Ming Yuan was effected and I wonder if that type of drastic water restrictions will be introduced again?

There is a chance of 10mm of rain on the upcoming weekend, this is far from certain.
