Aparently this is caused by ragweed pollen also known as Ambrosi.
Trying HFCAMPO's TCM solution. TCM usually takes a while to kick in - but we've been suffering for about a month off and on, so should be a good test.
HF - thanks much for the OTC recommendation (Over the Counter).

Do let us know how it goes. I'm not a big fan of TCM, but I'm interested to hear what you think.
FOLLOW-UP ON TCM
It worked halfway - alleviated the symptoms about 50%, then I ran out of pills (6-7 pills every 8 hours), so I only had a two day supply. Also added the humidifier, but that also just works a little - probably to weight the pollen down, but it also heats up the room.
My sister recommended I try tumeric eye drops - like TCM, takes a while to kick in, but can't find that stuff on taobao (biz opportunity?).
So experiment was moderately successful. For now - I'll just suffer through it as it's annoying, but only comes in short infrequent bouts (mornings and evenings) and I know the TCM works after 2 days, so if it becomes unbearable - just start it up again and use it for a longer period of time.
Don't like the traditional western meds as they tend to hammer the body - they work incredibly effectively, if not too effectively (instead of a runny nose, have super dry nose, which then demands the humidifier).

Useful to know. I spent a day in the countryside yesterday, so took a Loratadine 24 hour anti-histamine first thing. As you say, worked efficiently, but they are not cheap and they are strong. I have a headache today, though that may be a coincidence. So hard to tell with these intermittent allergy things.
I would suggest having a doc check-up with an allergy specialist. hard to assume the actual reason.
