I think Ocean is correct. It's certainly not just about Kunming since the sirens are being reported in other cities across the country.

if there ever is a real attack (heaven forbid), nobody will pay any attention to the sirens
if the sirens go off for real, i will get out of the way of the stampede. if conventional weapons, i will take my chances. if nukes the radiation poisoning will be around for a long time after the food and water in shelters runs out. and spread much further than initial blast, so perhaps better to go in an instant

Differently from a nuclear plant exploding, a nuke wouldn't keep emitting radiation for much long at all. What's needed in that case is accurate wind forecasts, so to protect ourselves if/when that air passes by KM.
