Is dropbox blocked in Kunming?

I don't know about blocked, buy I do know people have had multiple problems with it.

I cannot use it without a VPN in China, and it's been this way for several years, if memory serves.

It's been blocked in China for at least two years now.

What is it and should I care?

You can add facebook and Viber to that list. Along with many .org, blogs, and .edu. The Google services are all blocked on Android, so no gMaps or playstore. Skype works. I think OneDrive is now blocked. If you have a VPN, you can access all these sites
