My friends are arriving next week at 1:00am. Does anyone know if there are any 24 hour airport buses going to Chang Shui?

I'd rather not take a 9-10pm bus and sit in the airport waiting for 3-4 hours.

You can go to xiaoximen where the buses depart and check schedule. I think there was an 11pm bus, but you need to confirm, as the schedule changes often.

The answer to your question is NO - there are NO 24 buses - However, the buses run until the LAST plane arrives/departs - whatever time that may be.

The 919's all stop before 9:30pm. At the airport buses run to last flight, but he or she is asking TO the airport. In that regards, the latest option is the bus from xiaoximen.
